The National Child Exploitation Coordination Centre is a part of the RCMP that prosecutes Child Abuse. This includes finding users of child pornography, or CP for short. I've added the video above to illustrate how their document regarding their desire to have Lawful Access legislation to track down pedophiles who use CP.
The main issue is the fact that due to the nature of Child Pornography, and the cover-your-ass nature of an ISP finding it, it often goes completely unreported. The statistics that the RCMP report to the Minister of Public Safety state that there are 200 requests per month to the ISP, and that there is a large number of ISPs who ignore the request and demand a warrant. They then indicate that the influence of the internet industry has caused other industries who used to work with the police to stop working with the police. While it's easy to get sucked into the lure of saving the children, and while we all hate pedophiles, it's very easy to end up like Oprah and end up saying or doing something very stupid. The fact is that the only thing I got back was related to Child Pornography.
I did notice that the provincial Attorney General of BC at the time, Wally Oppal, co-wrote a letter saying that they also desired lawful access legislation. The fact is that the Department of Justice is arguing that only biographical information is protected and that all non-biographical data is fair game. This is disturbing, since my IMSI is not biographical data, but it can be used to track my every move. Also, the RCMP's letter indicates the logical fallacy that an IP is bound to a person. The fact is that it is not. It is bound to a piece of equipment, which could include a router at a local restaurant. The claim that an IP is like a licence plate is probably the stupidest analogy ever, and is an extension of the old "Information Superhighway" metaphor from the 90s. We're going to see more documents on Lawful Access. Hopefully something more substantial than the quest to erradicate Child Pornography, because this argument has been exaggerated for far too long.
